His roles spanned patrol, field training management, community relations, internal affairs, SWAT, gang intelligence, and narcotic enforcement.\nPost-9/11, he served as Counter-Terrorism Coordinator, developing homeland security initiatives for major events like the Rose Bowl and Rose Parade. In 2020, he led a major departmental reorganization toward intelligence-led and problem-oriented policing to reduce crime. He has held executive board positions in state police chief associations.\nJohn holds a BS in Criminal Justice, a Master’s in Behavioral Science, and a Doctorate in Public Administration.
