2-Day Internal Affairs Training

This 16-hour course provides a comprehensive foundation in all phases of internal affairs, from allegation to disciplinary appeal. This training addresses best practices, industry standards, and strategies for the procedural justice handling of internal affairs investigations and associated proceedings. The course
emphasizes legal considerations, administrative procedures, procedural due process, and duly diligent investigative strategies.

Due process obligations required by the United States Constitution and relevant state and workplace primary authorities are covered. Legal precedent established by the Garrity, Weingarten, Loudermill, and various other court decisions is also presented.

The course curriculum consists of the following:
– Complaint Processing
– Investigation of Misconduct
– Procedural Due Process for Subject Employees
– Just Cause, Discipline, and Appeal

The content in this course is suitable for sworn and non-sworn members of all public safety ranks, disciplines, and assignments who have a role in administrative investigations, discipline, and associated proceedings.

Lawrence “Larry” Horak, a seasoned law enforcement professional, began his career in 1980 and retired in 2015 as the Chief of Police for the Margate (Florida) Police Department. Prior to serving as Chief, he was a Special Agent with the Federal Bureau of Investigation (FBI), investigating violent crime, civil rights violations, and public corruption.

Larry is a graduate of the FBI Academy, the FBI National Academy’s 239th session, and the Southern Police Institute Command Officers Development course. He has also graduated from or completed various other professional and technical programs to hone his skills and expertise further. Larry holds both Associate and Bachelor’s degrees in Criminal Justice, as well as a Master’s in Public Administration from Florida Atlantic University. In addition, he is a licensed private investigator (PI) and the owner of his agency.

In 2001, Larry’s passion for teaching led him to become an adjunct instructor at Broward College, where he taught internal affairs. He developed the curriculum and launched FBI-LEEDA’s Internal Affairs seminar in 2005. Over the years, Larry has presented for prestigious organizations such as the International Association of Chiefs of Police (IACP), the National Internal Affairs Investigators Association (NIAIA), and the Florida Internal Affairs Investigators Association (FIAIA). He has also served as an expert witness and consultant in areas including internal affairs, agency accountability, disciplinary practices, and administrative procedures.
