Rich Jessup is a seasoned law enforcement executive, educator, and leadership consultant with more than four decades of experience in public safety, education, and organizational development. A retired Chief of Police for the San Luis Police Department in Arizona, Rich led significant organizational transformation, earning Arizona Law Enforcement Accreditation Program (ALEAP) certification, restructuring departmental operations, and achieving more than $2.3 million in fiscal savings. His leadership and expertise led to appointments on the Arizona Governor’s Commission on Violence Against Women and the Governor’s Task Force on Human and Sex Trafficking, reflecting his commitment to both organizational excellence and community impact.
Rich continues to influence the profession at a statewide and national level. He currently serves as Chairman of the Arizona Law Enforcement Accreditation Program (ALEAP) Commission and is a past president of the Arizona Association of Chiefs of Police (AACOP). As President and CEO of TEAM, LLC and the Law Enforcement Leadership Ministry, Rich trains law enforcement agencies, businesses, and community organizations in developing high-performance teams through intentional culture design, mentorship, and accountability. He also serves as an adjunct professor in the Administration of Justice Studies program at Glendale Community College, where he teaches multiple criminal justice courses and mentors future leaders.
A graduate of Northwestern University’s School of Police Staff and Command and an FBI-LEEDA Trilogy recipient, Rich brings deep expertise in organizational change, leadership development, policy, and 21st-century policing practices. His work is grounded in real-world experience and a passion for mentoring the next generation of leaders. As an Embassy facilitator, Rich equips leaders with practical frameworks, proven strategies, and the confidence to build resilient, high-performing teams that endure well beyond their tenure.
