Civilian Supervisor Leadership Course for Public Safety Professionals

The Civilian Supervisor Leadership Course for Public Safety Professionals is a 4 1/2-day training program designed for civilian public safety supervisors and managers seeking to strengthen their leadership skills. Participants will gain practical strategies for managing teams, enhancing communication, and addressing the unique challenges of leadership within public safety organizations.

Presenters:

Commander Josef Levy (Ret.)
Josef Levy has close to 30 years of law enforcement experience and is a highly skilled facilitator who has conducted trainings for thousands of law enforcement professionals throughout the country. He has also trained internationally, training law enforcement delegations from France, Germany, Israel, and Russia.

Chief Paul LeBaron (Ret.)
Paul LeBaron is a 32-year law enforcement veteran who served more than 27 years with the Long Beach Police Department, rising to Commander, before serving as Chief of Police for the Hermosa Beach Police Department from 2020 until his retirement in April 2025. As Chief, he emphasized employee wellness and organizational culture, leading a fully staffed department with 100% employee retention.

Paul holds degrees in Communication Studies and Management & Organizational Leadership, a Graduate Certificate in Criminal Justice, and is a graduate of the Sherman Block Leadership Institute, USC Executive Leadership Program, and FBI National Academy. He currently teaches Criminal Justice at CSU Long Beach and serves as an adjunct staff member for the Simon Wiesenthal Center’s Museum of Tolerance.

Paul is married with three children and two granddaughters. He enjoys soccer and scuba diving.
