About the Course
Critical Incident Management 360° is Embassy Consulting Services' command-level training for managing critical incidents from first response through recovery. Built for public safety leaders of all ranks, it is led by retired Glendale Police Captain Toby Darby.
The course goes beyond the initial response. Through facilitated discussions, group decision-making exercises, debriefs, and realistic scenarios, participants learn to manage the chaos of a crisis, such as an active shooter, hostage situation, barricade, or major crime scene, and to lead through everything that comes after.
The aftermath modules address the responsibilities of command that are most often overlooked: line-of-duty injuries and deaths, family notifications and care, media and political dynamics, litigation preparedness, and officer wellness and resilience.

Through scenario-driven exercises, facilitated discussion, and debriefs, participants learn to lead across every phase of a critical incident:
The 360° Approach
Lead through the chaos of the crisis, from active shooter and hostage situations to barricades and major crime scenes, with rapid, principled command decisions.
Lead through everything that follows: line-of-duty injuries, family care, media and political dynamics, litigation, and officer wellness and resilience.

Your Instructor
Instructor · Critical Incident Management 360°
Capt. Toby Darby (Ret.) is a retired law enforcement professional with more than 30 years of experience and a retired Captain from the Glendale Police Department. A United States Air Force veteran, he served 19 years on his department's SWAT team, developing deep expertise in tactical leadership and high-stakes operations.
His assignments have spanned narcotics with the LA IMPACT task force and the HIDTA program, and work as a sergeant with the U.S. Marshals' Regional Fugitive Task Force. An accomplished instructor, Toby has taught active shooter response at a POST-approved SWAT school and facilitated the California Association of Tactical Officers (CATO) Critical Incident Leadership Course.
