Florida-Focused Internal Affairs Training

This unique internal affairs (IA) training suits newly assigned and experienced IA investigators in all public safety disciplines (law enforcement, corrections, fire service, inspectors general) and supervisors who conduct IA investigations as an adjunct duty in Florida. This course provides essential knowledge for conducting thorough, objective, and procedurally just investigations and is specifically geared toward Florida practitioners. This internal affairs (IA) training is ideal for sworn and non-sworn investigators assigned to conduct internal/administrative investigations in all public safety disciplines in Florida. The course satisfies the law enforcement accreditation standard, which requires training for specialized assignments and duties.

This three-day course of instruction provides a comprehensive overview of IA and misconduct investigative best practices and standards intended to increase critical knowledge for sworn and non-sworn practitioners in Florida. The training is suitable for personnel assigned full-time to conduct administrative investigations or those who perform administrative investigations as an adjunct duty. The course content is specifically geared toward compliance with Florida primary authorities, including the Law Enforcement and Correctional Officers’ and Firefighters’ Bills of Rights. Extensive treatment is afforded to these contentious statutory authorities’ practical application and safe navigation. The curriculum addresses techniques and strategies for lawful and proper handling of administrative investigations and related activities in all disciplines of public safety (Law Enforcement, Corrections, Correctional-Probation, and Fire Service) in Florida. Emphasis is focused on legal considerations and proper investigative strategies that consider due process obligations required by the United States Constitution, the Florida Constitution, and Florida statutes. National due process standards established by the Garrity, Weingarten, Loudermill, and Veal decisions are covered, as are issues related to Florida’s public records law.

Lawrence “Larry” Horak, a seasoned law enforcement professional, began his career in 1980 and retired in 2015 as the Chief of Police for the Margate (Florida) Police Department. Prior to serving as Chief, he was a Special Agent with the Federal Bureau of Investigation (FBI), investigating violent crime, civil rights violations, and public corruption.

Larry is a graduate of the FBI Academy, the FBI National Academy’s 239th session, and the Southern Police Institute Command Officers Development course. He has also graduated from or completed various other professional and technical programs to further hone his skills and expertise. Larry holds both Associate and Bachelor’s degrees in Criminal Justice, as well as a Master’s in Public Administration from Florida Atlantic University. In addition, he is a licensed private investigator (PI) and the owner of his own agency.

In 2001, Larry’s passion for teaching led him to become an adjunct instructor at Broward College, where he taught internal affairs. He developed the curriculum and launched FBI-LEEDA’s Internal Affairs seminar in 2005. Over the years, Larry has presented for prestigious organizations such as the International Association of Chiefs of Police (IACP), the National Internal Affairs Investigators Association (NIAIA), and the Florida Internal Affairs Investigators Association (FIAIA). He has also served as an expert witness and consultant in areas including internal affairs, agency accountability, disciplinary practices, and administrative procedures.
