Florida-Focused Internal Affairs Training

This specialized Internal Affairs (IA) training is designed for both newly assigned and experienced investigators across all public safety disciplines, including law enforcement, corrections, fire service, inspectors general, and supervisors who conduct internal or administrative investigations as an adjunct duty.

Specifically tailored for Florida practitioners, this three-day course provides a comprehensive overview of national best practices and professional standards for conducting thorough, objective, procedurally fair, and legally sound internal affairs investigations. The course is appropriate for both sworn and non-sworn personnel and satisfies law enforcement accreditation standards requiring specialized training for assigned duties.

Course content emphasizes compliance with Florida’s primary legal authorities, including the Law Enforcement and Correctional Officers’ Bill of Rights and the Firefighters’ Bill of Rights. Participants will examine the practical application of these statutory requirements and develop strategies for effectively navigating complex investigative issues.

Particular emphasis is placed on legal considerations, due process requirements, and sound investigative practices under the United States Constitution, Florida Constitution, and applicable Florida statutes. The course also addresses national due process standards established through key decisions, including Garrity, Weingarten, Loudermill, and Veal, as well as requirements and considerations related to Florida’s public records law.

Through this comprehensive approach, participants will strengthen the knowledge and practical skills necessary to conduct fair, defensible, and professionally sound internal affairs investigations.

Lawrence “Larry” Horak, a seasoned law enforcement professional, began his career in 1980 and retired in 2015 as the Chief of Police for the Margate (Florida) Police Department. Prior to serving as Chief, he was a Special Agent with the Federal Bureau of Investigation (FBI), investigating violent crime, civil rights violations, and public corruption.

Larry is a graduate of the FBI Academy, the FBI National Academy’s 239th session, and the Southern Police Institute Command Officers Development course. He has also graduated from or completed various other professional and technical programs to further hone his skills and expertise. Larry holds both Associate and Bachelor’s degrees in Criminal Justice, as well as a Master’s in Public Administration from Florida Atlantic University. In addition, he is a licensed private investigator (PI) and the owner of his own agency.

In 2001, Larry’s passion for teaching led him to become an adjunct instructor at Broward College, where he taught internal affairs. He developed the curriculum and launched FBI-LEEDA’s Internal Affairs seminar in 2005. Over the years, Larry has presented for prestigious organizations such as the International Association of Chiefs of Police (IACP), the National Internal Affairs Investigators Association (NIAIA), and the Florida Internal Affairs Investigators Association (FIAIA). He has also served as an expert witness and consultant in areas including internal affairs, agency accountability, disciplinary practices, and administrative procedures.
