Terrance Burton brings nearly two decades of progressive leadership experience in corrections, supervision, and training, built through an accomplished career with the Orange County Sheriff’s Department. He currently serves as a Captain and Chief of Police Services for the City of San Juan Capistrano, where he leads law enforcement operations, oversees personnel, and partners with the community to ensure public safety and organizational excellence.

 

Throughout his career, Terrance has held key leadership roles across custody operations, patrol, internal affairs, and emergency management. As a Watch Commander in a direct supervision jail facility, he managed complex operations while mentoring diverse teams of sworn and civilian personnel. His experience in the Emergency Operations Center (EOC) as the Planning and Intelligence Deputy Planning Section Chief reflects his ability to lead in high-pressure environments and coordinate large-scale responses with precision. He has also led the Correctional Services Assistant (CSA) Academy and Deputy Sheriff Trainee (DST) Pre-Academy, and has worked extensively in Custody Intelligence, Jail Compliance & Training (JCATT), Internal Affairs, and Patrol Operations.

A respected instructor and curriculum developer, he has collaborated with the Department of Justice (DOJ), Board of State and Community Corrections (BSCC), Peace Officer Standards and Training (POST), and Standards and Training for Corrections (STC) to deliver high-impact training. Known for his energy, humor, and authenticity, Terrance creates engaging learning environments that challenge and inspire, helping agencies strengthen leadership, accountability, and culture.
