Internal Affairs Training
This three-day (24-hour) course provides a comprehensive overview of all phases of internal affairs investigations, from allegation to disciplinary appeal. Participants will explore best practices, industry standards, and effective strategies for managing internal affairs cases and related proceedings. Instruction emphasizes legal considerations, administrative procedures, and sound investigative strategy. Due process obligations under the U.S. Constitution and relevant state authorities will be addressed, along with key legal precedents including Garrity, Weingarten, Loudermill, and other significant court decisions.
This course is suitable for sworn and non-sworn members of all public safety disciplines, ranks, and assignments who have a role in administrative investigations, discipline, and associated proceedings.

Lawrence (Larry) Horak began his law enforcement career in 1980, ultimately retiring as the Chief of Police for the Margate (Florida) Police Department in 2015. Before his role as Chief, he served as a Special Agent with the Federal Bureau of Investigation (FBI), where he was responsible for investigating violent crime, civil rights violations, and public corruption matters. Larry is also a licensed private investigator (PI) and owner of his own agency.
Throughout his distinguished career, Larry further honed his expertise by graduating from the FBI Academy’s 239th session of the National Academy, as well as completing the Southern Police Institute Command Officers Development course and various other professional and technical programs. He holds both Associate and Bachelor’s degrees in Criminal Justice, along with a Master’s in Public Administration from Florida Atlantic University.
Larry’s passion for teaching began in 2001 when he started as an adjunct instructor at Broward College, where he taught internal affairs. He developed the curriculum and launched FBI-LEEDA’s Internal Affairs seminar in 2005. He has since presented for prestigious organizations such as the International Association of Chiefs of Police (IACP), the National Internal Affairs Investigators Association (NIAIA), and the Florida Internal Affairs Investigators Association (FIAIA), among others. Additionally, Larry has served as an expert witness and consultant in areas such as internal affairs, agency accountability, disciplinary practices, and administrative procedures.
