The Civilian Leadership Institute delivers transformative leadership development for today’s civilian public safety workforce. Grounded in real-world experience and evidence-based practice, CLI equips professionals with the mindset, communication skills, and leadership strategies to lead teams, manage conflict, and drive organizational impact at every level.
Civilian and professional staff in public safety organizations, including current and aspiring supervisors and managers in law enforcement, fire/EMS, dispatch, probation, parole, emergency management, and the judicial system, who are ready to take their leadership to the next level.
The Civilian Leadership Institute (CLI) is a five-month cohort program built specifically for the professionals who keep public safety organizations running. While much leadership training focuses on sworn officers, CLI was designed to be bold and unapologetic about the value of the civilian workforce and to unlock the leadership potential that already exists within it.
Through bi-monthly sessions held over five months, participants engage in dynamic, interactive learning on the topics that matter most: leadership styles and pitfalls, managing difficult employees, emotional intelligence, team building, conflict management, and effective communication. Each session is designed not just to teach, but to challenge participants to discover their strengths, confront self-doubt, and step into a more confident, capable version of themselves.
CLI also brings in nationally recognized voices, including bestselling author Jacob Green and renowned public safety leaders, and creates exclusive networking opportunities with peers across California and the western region. Participants will meet on two consecutive days per month for public safety training to learn, discuss and explore:
Course tuition includes registration for all five 2-day sessions, course materials, a field trip, continental breakfast, and afternoon snacks. Every participant graduates with a Certificate in Public Safety Leadership at a formal ceremony.

A lot of effort and planning goes into every CLI class to present the highest level of civilian leadership training in the public safety profession. The demand for seats in each class is very high and, in most classes, results in a waiting list for a spot to open up. Therefore, the following Payment, Refund, and Transfer Policy has been implemented to maintain the integrity and quality of the CLI program.
Please read our Payment, Refund & Transfer Policy below thoroughly:
If invoiced, you must pay the full tuition within 30 days of receiving the invoice to secure your spot in the class. You will be removed from the roster if your payment is not received within 30 days.
As a general rule, there are NO refunds. Under extenuating circumstances, a refund may be authorized if the request is made directly from the Chief of Police, Sheriff, or agency head and in consultation with the Vice President of Training and Operations, Scott Robertson.
Transfers to future CLI classes will generally be discouraged. However, transfer requests will be considered under certain extenuating circumstances (family emergency, medical issue, etc). Transfer requests must be made in writing by an authorized representative from the agency/organization (other than the participant). They will be considered for approval by the Vice President of Training and Operations, Scott Robertson.
