100 The City Dr S, Orange, CA 92868
The Civilian Leadership Institute is a comprehensive five month leadership development program designed for civilian and professional staff working in public safety organizations, including law enforcement, fire and emergency medical services, emergency management, probation, parole, communications, records, property and evidence, and judicial system support functions.
This program is designed for current and aspiring supervisors, managers, team leads, and professional staff who play a critical role in daily public safety operations. Civilian personnel are essential to agency effectiveness, continuity of operations, public service, internal accountability, and organizational culture. This institute strengthens their ability to lead teams, communicate effectively, manage workplace conflict, improve morale, and support the mission of the agency.
Participants meet for two consecutive days each month and engage in structured instruction, facilitated discussion, scenario based exercises, leadership reflection, and practical application. The program develops leadership capacity in areas such as leadership styles, emotional intelligence, human relations, team development, communication, conflict management, employee performance, and managing difficult personnel issues.
With the support of CLI and its exceptional facilitators, I was able to overcome the fears and doubts that once hindered my confidence in my abilities and skills. CLI provided valuable insights into my strengths while helping me identify areas for growth, empowering me to reach the next level in my professional career. The course was both bold and unapologetic in harnessing the potential of the civilian workforce. This shift in mindset allowed me to fully recognize the value I bring to organizations. This newfound understanding strengthened my resolve to serve in a more impactful role. Investing in myself by attending CLI was the best decision I made, and with their guidance, I earned a promotion to Administrative Manager with the Orange County Probation Department. I wholeheartedly encourage others to reinvest in themselves as well.

A lot of effort and planning goes into every CLI class to present the highest level of civilian leadership training in the public safety profession. The demand for seats in each class is very high and, in most classes, results in a waiting list for a spot to open up. Therefore, the following Payment, Refund, and Transfer Policy has been implemented to maintain the integrity and quality of the CLI program.
Please read our Payment, Refund & Transfer Policy below thoroughly:
If invoiced, you must pay the full tuition within 30 days of receiving the invoice to secure your spot in the class. You will be removed from the roster if your payment is not received within 30 days.
As a general rule, there are NO refunds. Under extenuating circumstances, a refund may be authorized if the request is made directly from the Chief of Police, Sheriff, or agency head and in consultation with the Vice President of Training and Operations, Scott Robertson.
Transfers to future CLI classes will generally be discouraged. However, transfer requests will be considered under certain extenuating circumstances (family emergency, medical issue, etc). Transfer requests must be made in writing by an authorized representative from the agency/organization (other than the participant). They will be considered for approval by the Vice President of Training and Operations, Scott Robertson.
