Behavioral Threat Assessment & Dignitary Protection
This two-day advanced course provides Arizona law enforcement professionals with a practical framework for recognizing, assessing, investigating, and mitigating behavioral threats before they become acts of targeted violence.
Participants will explore the Pathway to Violence, warning behaviors, Structured Professional Judgment (SPJ) tools, protective intelligence investigations, threat mitigation, and behavioral assessment applications within dignitary protection operations.
Through case studies, research, scenario-based exercises, and real-world operational examples, students will learn to connect behavioral indicators and investigative intelligence to proactive protective strategies.

Kevin Rice
Kevin Rice brings more than 30 years of law enforcement experience, including a distinguished 23-year career with the United States Secret Service. He retired as the Special Agent in Charge of the Phoenix Field Office, overseeing investigative and protective operations across a two-state region, after earlier leadership roles in the Los Angeles and Little Rock Field Offices. A former instructor at the Federal Law Enforcement Training Center, Kevin has taught criminal justice at five universities and developed one of the nation’s first college-level behavioral threat assessment courses. He is a published author and a recognized subject matter expert on threat management, and serves as an Ambassador for the National Law Enforcement Officers Memorial Fund.
Jack Leskovar
Jack Leskovar served 31 years with the United States Secret Service, building deep expertise in protective intelligence, threat assessment, counter-surveillance, and physical security. Over his federal career he planned and executed secure environments for events of every scale, specialized in training, logistics, and operations, and supervised the agency’s Madison, Wisconsin office. Today he serves as Director of Security & Risk Management for a Wisconsin university and continues as an instructor with Embassy Consulting Services. Known for a “white belt” mindset of humility and continuous learning, Jack’s lifelong passion is keeping people safe.
