What To Know Before You Take Front Line Leadership

Public safety agencies across the country are grappling with a persistent challenge: officers get promoted into supervisory roles based on their performance as individual contributors, then are expected to lead teams with little preparation for what that actually requires. What exactly is Front Line Leadership, and who is it for?

Front Line Leadership is a scalable leadership development program designed specifically for sworn officers and professional staff in public safety who are transitioning into supervisory roles or are already serving in them. While the curriculum is most commonly delivered as a 24-hour, three-day course, it was intentionally designed to be flexible to meet the unique training needs of individual agencies.

Depending on an organization’s goals, Front Line Leadership has been successfully delivered in multiple formats. Some agencies contract for an expanded four-day version, while the Idaho State Police utilize an intensive eight-day delivery that allows for additional discussion, practical application, and leadership development. It is also common to present focused half-day or one-day leadership workshops drawn from the curriculum, tailored to an agency’s specific objectives, challenges, or audience.

Regardless of the format, the program is intended for both newly promoted supervisors and experienced leaders who want to sharpen their approach. Unlike standard supervisor training, the course isn’t primarily about policy or procedure. It digs into the human dimensions of leadership: self-awareness, professional purpose, organizational culture, team dynamics, and personal accountability. The underlying philosophy is simple—you can’t effectively lead others until you lead yourself.

Where did this course come from?

Front Line Leadership was created by Ron Bayne, a nationally recognized law enforcement leadership instructor, certified DISC behavioral coach, and retired commander with over 30 years of experience in Arizona law enforcement. Ron is also Embassy’s Director of Training & Consulting. He developed the curriculum drawing on his graduate work in Education/Human Relations and Criminal Justice, and his decade as a master instructor with the FBI–Law Enforcement Executive Development Association (LEEDA).

In 2020, the Arizona Peace Officer Standards & Training Board recruited him to develop and deliver leadership training statewide. That endorsement put the course in front of a much wider audience. The Los Angeles Police Protective League later brought him in to train LAPD personnel, and the program has since been adopted by agencies across North America. It’s now the flagship first-line supervisor course for Arizona law enforcement and continues to expand nationally through Embassy Consulting Services.

What does the course actually cover?

The curriculum spans nine interconnected topic areas, all grounded in the realities of public safety culture: transitioning to leadership, assessing and building positive leadership, professionalism and organizational culture, team leadership and conflict resolution, motivation and managing people, the DISC behavioral assessment, integrity of policing, resilient leadership, and problem-solving through systems thinking.

Participants complete the DISC behavioral profile as part of the course — a validated tool that helps supervisors understand their own communication style and the behavioral diversity of their teams. Ron is a certified DISC instructor and has administered the assessment to thousands of public safety professionals. The combination of reflective exercises, group discussion, and behavioral self-assessment is what sets the course apart from more conventional supervisor training.

Why does this matter beyond the individual officer who attends?

Because first-line supervisors are where organizational culture is actually made. They’re the direct link between executive leadership and the officers doing the work every day — and they’re often the least prepared for the human side of that responsibility.

When supervisors lead well, the effects ripple outward. Teams feel supported and clear on expectations. Conflict gets addressed before it escalates. Newer officers develop under better models. Retention improves. The course is an investment in one person that pays dividends across an entire team.

What about Front Line Leadership II?

Front Line Leadership II is the advanced follow-on course for supervisors who have completed Front Line Leadership I — a prerequisite for enrollment. Also 24 hours over three days, it moves beyond foundational skills into more applied territory: earning genuine follower commitment, advanced self-management, a 360° fitness approach tailored to law enforcement, and ethical decision-making under pressure.

The format is more intensive — scenario-based exercises, real incident analysis, leadership labs, and peer-driven discussion. Graduates leave with a personalized action plan ready to implement immediately.
