The Department of Justice’s COPS Office has announced roughly $700 millionΒ in grant funding for law enforcement agencies β money aimed squarely at the things that keep agencies staffed, healthy, and ready. For agencies asked to do more with less every year, itβs one of the most significant training-and-equipment funding opportunities in recent memory.
Here’s the part worth being clear about right up front: this is not Embassy’s grant, and it isn’t ours to give.Β The money comes from the DOJ and goes to the agencies that apply for it. What’s actually on the table?
The COPS Office package spans six priority areas:
- Hiring & retention

- School safety
- Active shooter preparedness
- Anti-heroin / anti-meth initiatives
- Technology & equipment
Two of the programs most relevant to a training partner are the Law Enforcement Mental Health and Wellness Act (LEMHWA) programΒ and theΒ Preparing for Active Shooter Situations (PASS) program. Whose money is this? An honest answer.
It’s the DOJ’s. Agencies apply directly through the official program solicitations, and the COPS Office decides who’s eligible, which costs are allowable, and who receives an award. Embassy doesn’t administer these funds, score applications, or guarantee outcomes.

Why now
The need isn’t theoretical. Police1’s What Cops Want in 2026Β survey paints a clear picture: a majority of officers finish their shifts mentally exhausted, few feel they get adequate time to recover, and only a minority believe their leadership truly understands the realities of patrol. Wellness and leadership arenβt soft extras β theyβre retention strategy. Grant dollars that fund this kind of training are an investment in keeping the badge on the street.
